Contracting Guidelines

In its Phase 2 research, beginning in 2009, the CPWF will focus work in six river basins: the Andes system of basins, the Ganges, Limpopo, Mekong, Nile and Volta basins.

In each of these river basins, research will focus on a specific Basin Development Challenge, or BDC. The BDCs evolved over time and drew upon various sources of information, including Phase 1 research results, Phase 1 Basin Coordinator input, key informant surveys, and stakeholder workshops.

Research to address a BDC is to be conducted through a relatively small number of closely integrated projects. Each project may be contracted in one of three ways:

1.    Open competition (open to all),
2.    Limited tendering (by invitation), and
3.    Direct contracting (negotiation with a selected team).

The call for open competition Phase 2 CPWF projects in the Andes, Mekong and Nile basins was announced July 6, 2009, and closed August 31, 2009.

The successful proposals will soon undergo Inception Workshops:

Nile: 5 projects total, 2 open competition: 26-28 January 2010, in Addis Ababa
Mekong:
5 projects total; 3 open competition: 3-5 February 2010, in Vientiane
Andes:
4 projects total; 2 open competition: March 2010, TBA

Project descriptions, contracting modes and each open competition project's Submission Document can be found under Project Submissions. The successful projects will be announced as soon as all required contracting is completed, at which stage detailed infromation about the projects will also be supplied.

In each basin, cross-project integration will be achieved through a coordination project, led and operated by a Basin Leader. With one exception - for the Nile coordination project, which will be included within the basin’s research portfolio - the coordination projects are not open to competition and are not described in detail here.

Development and approval of Phase 2 projects will proceed in two stages, with the first stage launching the Andes, Mekong and Nile basins during early 2010.

The next stage is to launch the Ganges, Limpopo and Volta basins in mid 2010.
