Second Cycle Of Competitive Grants

Fifty one eligible concept notes were received. They were reviewed virtually by 19 independent reviewers, three per priority (except for priority E that had five). The concept notes in each priority were ranked by mean score. The division between selected and non-selected concept notes was placed to ensure that there was a clear score difference between the "last selected concept note" and the "highest ranked non-selected concept note". The panelists in general agreed closely about the ranking of concept notes in each priority. Where there were rare differences of opinion it was ensured that the highest ranked concept note by each panelist was included. In its virtual meeting from 29 August to 12 September, the CPWF Steering Committee ratified the process used and confirmed that the selected concept notes should be invited to submit full proposals.
